Best Practices – How to Achieve Transparency in the Use of Artificial Intelligence

In the rapidly evolving landscape of technology, transparency in the use of artificial intelligence (AI) is becoming a critical aspect of public procurement.

As procurement professionals, it’s imperative to acknowledge AI’s role in both the preparation of responses to Requests for Proposals (RFPs) and the delivery of services requested in these RFPs. This topic has become particularly relevant for me, following discussions I had at the recent AIA conference, where AI’s integration into various facets of our industry was a prominent theme.

The Need for Evolution in Procurement

The world of procurement is at a crossroads. Traditional methods must adapt to accommodate AI, which offers numerous benefits such as efficiency, accuracy, and innovation. However, these advantages come with the responsibility to maintain transparency and ethical standards. As highlighted in the article from Technology’s Legal Edge, “AI in Public Procurement: Procurement Policy Note (PPN) 02/24 – Improving Transparency of AI Use in Procurement,” there are specific guidelines aimed at enhancing transparency in AI usage within procurement processes .

Transparency in RFP Preparation

AI can significantly streamline the preparation of responses to RFPs. From data analysis to drafting proposals, AI tools can handle complex tasks quickly and accurately. However, it’s essential to be transparent about the AI tools used in this process. This means clearly stating in the RFP responses which parts were generated or assisted by AI, ensuring that the procurement bodies are aware of the technological aids being utilized. This transparency builds trust and sets a precedent for ethical AI use.

Transparency in Service Delivery

When delivering services requested in an RFP, the use of AI should also be clearly communicated. This includes detailing how AI will be used to fulfill contract obligations, manage data, and interact with stakeholders. By outlining the AI’s role in service delivery, procurement professionals can ensure that all parties have a clear understanding of the technological involvement and its impact on service outcomes.

Implementing Best Practices

To achieve transparency in AI use, procurement practices should incorporate the following best practices:

  1. Disclosure of AI Use: Clearly state the use of AI in both RFP responses and service delivery plans.
  2. Ethical Guidelines: Adhere to ethical guidelines for AI use, ensuring compliance with industry standards and regulations.
  3. Training and Awareness: Provide training for procurement professionals on AI tools and transparency practices.
  4. Continuous Monitoring: Implement systems to continuously monitor AI’s performance and its impact on procurement processes.

Personal Reflection

During the AIA conference I attended, the prevalence of discussions around AI and its applications was striking. It became clear to me that our practices must evolve to incorporate AI transparently and ethically. Reflecting on these discussions, I’ve realized the need to adapt my approach to procurement, ensuring that AI’s use is transparent and aligns with best practices.

Engaging the Audience

As we move forward in integrating AI into procurement, it’s crucial to consider the implications and maintain transparency. How do you think AI will change the procurement landscape in the next few years? What steps can we take to ensure ethical AI use in our industry? Tell me your stories.
